Perhaps we should open up a new "Great Debate", in order to further explore the minimum tree-density required by vegetated areas, in order to qualify the area for the status of "forest".
It isnt reliant soley on tree denisty, but forest is merely a term for an area with dense trees (at no point does woodland become a forest), however big, of woodland, the trees and other plants in a large densely wooded area . It is also an ecosystems community of plants and animals that is dominated by trees and other woody plants.
The United Nations Food and Agriculture Organization, I think, has the definition which is 'land with tree crown cover of more than 10% and area of more than 0.5 ha. Trees should be able to reach a minimum height of 5 metres at maturity', bsically quite dense and not just shrubs.
